The custody order
Varos arrives with an order seeking custody of Seran and Elio’s apprentice. He demands the recovered records and presents surrender as the proper response to matters beyond the apprentice’s instruction. He wants both of them taken alive.
Authority over the network
Varos calls the proposed restoration sabotage and begins claiming control of local ward installations. His authority reaches the same network that Cassian has maintained, turning its command channels into a threat to the island’s new arrangements.
The island answers
The people of the three villages must keep their recovery channels working while resisting the envoy’s intervention. Cassian’s refusal and the villages’ independent signals challenge Varos’s ability to make obedience look like protection.
