A system turned against its people
The waterworks have been deliberately reversed. The protective oaths of their keepers have become commands that hold the village captive.
Four encounters
Rusk, the Sluicekeeper guards the Source. Mother Silt waits in the Stream. The Bellwarden stands at the Basin, while Veyr, the Heartbound occupies the Heart.
The trail of the counterseal
A black counterseal and an inventory number point towards an institution, but do not yet prove who gave the order. Restoring the Heart does not resolve the larger mystery.

Where to find The Waterworks
The marker shows the surface entrance. The waterworks and Heart are underground spaces with their own local coordinates, so their chambers are not plotted as surface pins.
